SPM·STANDARDS

THE INSTITUTE / CERTIFICATION FOUNDATION

Trust built on
demonstrated competence.

The SPM Standards Institute is being developed as an independent professional trust layer for the people who govern human–AI work.

THE PUBLIC PROMISE

Can this person
govern the work?

A credential should mean that its holder demonstrated independent competence to govern bounded human–AI work under the applicable SPM standard.

The proposed assessment examines intent, boundaries, orchestration, evidence, judgment, recovery, verification and disposition. It is practical, open-book and tool-enabled.

A candidate may recover from mistakes and still demonstrate competence. Fabricated evidence, concealed material failure and deliberate false completion block a passing outcome.

PROPOSED GEN-1 CREDENTIALS

A common foundation.
Role-specific competence.

The current working design separates the base qualification from professional role credentials.

FOUNDATION

SPM Core Qualified

The base qualification in managing work through the SPM control loop. The proposed validity period is six months.

Working eligibility: adults 19+. Training is optional; assessment determines the outcome.

PROFESSIONAL ROLE

Certified SPM <Role>

Assessment against a published, versioned role standard, with explicit scope, competencies and authority boundaries.

Role catalogue and assessment availability will be published as the program is validated.

THE PROPOSED PROCEDURE

From application
to a verifiable credential.

Every stage has a distinct purpose. Registration, acknowledgement or payment does not constitute a qualification.

  1. 01

    Apply and establish identity

A private candidate account records the application, appropriate identity checks and a versioned acknowledgement of the protocol and role boundaries.

  2. 02

    Demonstrate the work

A calibrated assessment environment presents practical scenarios. An assessment orchestrator records the candidate’s decisions and evidence.

  3. 03

    Human assessment

An authorized human assessor determines PASS, REMEDIATE or FAIL with reasons. An independent second assessor reviews critical overrides. A trainer does not final-assess their own trainee.

  4. 04

    Registrar checks

Following PASS, the registrar checks identity, assessor authority, record completeness, credential identifiers and the pinned standard versions.

  5. 05

    Issue and verify

An issued credential receives a permanent verification record. The planned private Besu registry supports public read-only status verification; private assessment evidence remains separate.

  6. 06

    Maintain professional trust

Expiry, recertification, reasoned appeals and controlled suspension or revocation keep the credential’s current status inspectable.

THREE DISTINCT OBJECTS

Protocol rights.
Professional qualification.
Credential integrity.

Open-source licence

Defines the rights and obligations for using and sharing the released protocol materials. The public package must identify the applicable licence.

Institute credential

Attests to demonstrated competence against a versioned standard. Actual authority to act remains with the relevant organization, account or mandate.

Certification mark

Identifies a current Institute-issued credential. Mark-use conditions and verification procedures form part of the certification program design.

CURRENT AVAILABILITY

The next milestone
is an evidenced pilot.

The public guide and program foundation can be reviewed now. Assessment enrolment, the candidate cabinet and live credential verification will open after the minimal certification flow has been tested with clearly synthetic credentials.

The Institute’s legal issuer, final operating procedures, qualified assessor cohort and public release terms remain launch decisions. This foundation makes no accreditation or issued-credential claim.
